Can you be forced to pay them a minimum wage and put them in your place to do your dirty, housekeeping and maintenance work? You can't force them to stay in your place. Sure they might like it but you can't make them work for you for the minimum wage. You have to be able to let them go.

The only way you are going to make these people do your cleaning is if you own the building they work out of. Once they are working out of your building you are going to be their employer and are free to have the rules you wish for your employees. In other words, I'd not recommend it for the reasons already mentioned.

As a former landlord I can tell you that many cleaners work out of multiple houses, often in the same street. It does not bother me. I'd rather have cheap cleaners than no cleaners. If you have a large house or flat I'd just use "rental services", which let you pay someone to work out of your place for less than minimum wage, on a per hour basis. You don't need to own the place.
